Kennels and Pets

Chris Lohr, clohr@hhoh.org, from Huber Heights is requesting information about your agency's definition of kennels and if you control other animals by type, number, location, etc. He asks:

1. Does anyone regulate the number of pets allowed on a residential property? If so, what is the maximum number allowed (especially for dogs and cats)?

2. How do you enforce the Code if you have one? (Respond to complaints, monitor County dog licenses?)

3. What is your definition of a “kennel” ?

    The only animals we regulate in Stow are dogs, only 4 permitted on a residential property over the age of 6 weeks (allowing for litters). We have a Community Services Officer who responds to complaints. Our definition of a kennel is “a building or premises where animals are boarded for compensation or are bred or raised on a commercial scale”.

    "Kennel" means any structure or lot on which more than two dogs or cats over four months of age are kept.

    We then prohibit “kennels” for any residential zoning areas.

    We have a domestic animal limit of (2) dogs or cats. While this is a Zoning Ordinance, our Animal Control Office with the Police is charged with enforcing it.

    Zoning Inspectors investigate complaints, then refer probable violations to the Animal Control Officer for final determination and enforcement.
